Easing Rules and Regulations, the Governments Serious Approach

The vice president for strategic planning and control said:"notification of the policies of principle 44 and the goal orientation of subsidy law is a change of behavior. According to our reporter, in the conference on Public Private Partnership for Infrastructure Development, Mr. Moradi stated that this change of behavior is concerned with families, institutes, and the government. He added: "the cultural weight lies on this change and this change of behavior is not a simple one.
"The civil services administration law, foreign investment law, the establishment of privatization organization, the establishment of executive council, and competition council comprise a set of institutes that can be influential in change of the approach. Referring to the major transferences in the fields of transport, energy and communications, he said: "the serious approach of the government is easing of rules and regulations as well as the increasing adoption of public private partnership and opening the way for the presence of the private sector in economic operations particularly in the countrys infrastructures to boost the national production by using Iranian capital and labor. The vice-president said: "the necessity of today is that the set of these elements seem to be present; there should be a kind of macro management and a technical unit should be established in this regard to organize the participations". "The other countries experiences also show that the establishment of such unit is necessary in the government body", Moradi added.
He declared that "certainly, this organization should have a suprasegmental position in the country in order to further facilitate affairs such as easing the presence of the private sector in identifying common private-public projects, projects risk identification, and technical negotiations with the private sector for drawing up long-term contracts as well as monitoring the implementation of joint projects". The vice-president for strategic planning and control emphasized that "such an institute with these characteristics seems to be lacked in our country." He added: "it is expected from this conference to study the successful experiences of the other countries along with those of our own country in this field and present more efficient strategies."
